Human Capital Management (HCM)

Training and development of employees and adequate evaluation of their work represent key components for improvement within any corporation. Many organizations are faced with conducting an annual employee performance review but do not have any formal employee feedback system in place. Unfortunately, there are many unresolved issues and much dissatisfaction with many of the performance management systems that are offered in the marketplace. A 2006 study revealed that only 13% of employees and 6% of chief executive officers  claimed that their performance appraisal system had been useful at all (Canadian HR Reporter, 2006).

In order to evaluate employees properly, it is imperative to measure their performance and document its every aspect. Yet, managers remain untrained to conduct a formal and effective employee appraisal.

Assessors are faced with employee achievement issues and must identify and overcome the performance inhibitors that exist within their organization. Without proper performance evaluation, improving employee effectiveness and developing human capital becomes a tremendous challenge. Furthermore, rating an employee’s performance can be subjective at times and employees are entitled to feedback on how they are performing in their jobs, and how they are contributing to the overall goals and objectives of their organization. Handling all of this can be a daunting task for managers where there exists no formal appraisal process.

“If employees are to be assessed accurately, managers need to receive adequate training in the application of objective performance rating scores. All subjectivity must be removed from the appraisal process for it to also be perceived as fair and equitable.  Assessors will thus have a difficult time supporting their employee performance scores if they lack the proper training and the appropriate methods to evaluate their employees “(Reginelli, 2007)

Evaluating specific competencies and using an adequate and structured rating scale are key elements for an accurate and effective employee appraisal process.  Ensuing development and training activities also represent an essential component of any performance management system as employees can independently improve on the weaknesses that have been identified.

Implementing an effective appraisal process is a vital requirement to deal with workforce issues, increase organizational effectiveness, and to remain competitive in today’s global economy.
